(CBS 3) PHILADELPHIA For the second time in less than a week, an apparent break-in has been discovered at Philadelphia City Hall raising serious security concerns.

On Monday, employees discovered the window of Verna's office door had been shattered and forced open, after an apparent break-in attempt Sunday.

Then, Tuesday morning, workers found that an exterior window to the offices of the Pennsylvania Supreme Court, just down the hall from Verna's office, had been smashed and the offices were left in disarray.

Authorities said it appears the intruder climbed a scaffolding to gain access to the offices and then left behind messages referring to god, the bible; asking for help and saying call the police.

Now police believe the acts are linked to a disturbed man who was shot and killed during a confrontation with police early Sunday morning.

Police believe the same suspect then headed to the Federal Building at 9th and Market streets where, holding a bible and knife stolen from Verna's office, he was shot and killed by police.

Investigators believe the delay in linking the three incidents resulted from the closing of offices for the Martin Luther King holiday.

The next time someone breaks in they should kidnap John Street.

A Philadelphia criminal defense lawyer has been arrested after sheriff's deputies found him naked with a 14-year-old girl in a conference room at the Criminal Justice Center, police said today.

Larry Charles, 49, has been charged with solicitation and statutory sexual assault, said Lt. Dan Bagnell of the Special Victims Unit.

Bagnell said sheriff's officers found Charles and the girl, with whom he has a "family relationship," in a third-floor conference room yesterday.

Bail was not immediately set for Charles.

Courts were closed yesterday for the Martin Luther King Jr. holiday. It was not immediately clear why Charles was in the Criminal Justice Center or how he gained entrance to the third floor with the girl.

(CBS 3) PHILADELPHIA Police are investigating the disturbing discovery of a newborn found dead in the trunk of a car in Delaware County.

Authorities said a full-term baby boy was found stuffed in a bag inside a 2001 Volkswagen parked in the driveway of a home on Drexel Avenue Monday night.

"This baby was entombed after birth in a tote bag and put inside the trunk of a car," said Upper Darby Police Superintendent Michael Chitwood.

A Delaware County attorney told CBS 3 he contacted police after he was contacted by his client, who discovered the body.

Investigators said there is no initial indication of foul play, but an autopsy will be performed.

The tragic discovery of the child raised many question and emotions amongst police.

"There's a lot of other options out there instead of taking a small child and shoving it in a tote bag," Chitwood said. "I think it's cruel and sad and tragic.

One of those options is Pennsylvania's Safe Haven Program. The program was enacted in order to provide frightened parents alternatives to abandonment. Under Safe Haven, all hospitals in the state are required to accept newborns up to 28 days old without question as long as the baby is unharmed.

The child will be given proper medical care before being placed up for adoption.

Investigators are now trying to determine where the baby was born and who gave birth to the child. They are hoping someone in the neighborhood can identify the driver of the Volkswagen.

"The brick wall is people refusing to cooperate with us," Chitwood said.

Comedian Bill Cosby called on parents and community elders to step up to stop the wave of violence that has rocked the city of Philadelphia for more than a year.

Cosby spoke Monday to a West Philadelphia crowd of several hundred after joining an anti-violence group on an hour-long march through the neighborhood.

"You've got to teach your children how to think," Cosby said. "You watch one blow the other one's head off and how can you feel good about yourself? Who are you trying to save? How long are you planning to live while you watch this go on?"

The event was the fourth of seven anti-violence appearances that the Philadelphia native has pledged in cooperation with Men United for a Better Philadelphia, which organized the march.

Philadelphia's homicide rate of more than a murder a day in 2007 is ahead of last year's pace, when the homicide count of over 400 was a nine-year high.

Cosby's serious tone was a departure from his jovial walk through the working class neighborhood where residents say they've grown used to the sound of gunshots at night, but echoed earlier calls for adults to take responsibility for troubled youths.

The actor waved to neighbors and spontaneously climbed front porches to shake hands -- breaking out of a crowd that grew to hundreds during the march -- before ending at the Bible Way Baptist Church to speak. He then proceeded to the Sharon Baptist Church for a community discussion about stopping violence.

Democratic mayoral candidate Michael Nutter also showed up to walk and appealed directly to young people, who are involved in the bulk of the city's violent crimes.

"Stop carrying these guns," he said. "Pick up a book."

James Williamson III, 24, said it has been difficult to get men his age to listen to an anti-violence message. But the La Salle graduate student said he will continue his work with Men United to show his peers a living example of a young black man choosing education over crime.

"We have to challenge the intellect of young men," said Men United's co-chair Malik Aziz, who had been a victim and perpetrator of gun violence before getting involved in the group.

His organization plans to hold a meeting Tuesday of current and former gang leaders, to try to broker a cease-fire for the city.

Parental guidance could make youths more open to nonviolent options, Cosby said.

"We're tired of funerals, aren't we?" he asked.
