CBS has the DH

they just had it week 2

they usually get weeks 2 and 3 to make up for never having it in week 1 (due to US Open)

the 4:05/4:15 thing.....the station that doesn't have the DH starts their late games at 4:05 because they don't have to worry about any 1:00 games running over into them.  As for who gets picked in what timeslots, obviously Mountain and Pacific teams start late, and the 49ers and Raiders can't be on at the same time either (just like Giants/Jets).  Games like this one and Skins/Rams starting at 4?  Dunno.  The Chiefs have a home game at 1, so maybe that's why St. Louis' one is late?  I thought maybe the Jacksonville one was due to heat, but their week 1 game against Denver was 1:00.  With Arizona having a dome now, I think Miami is the only one affected by weather (they don't have a home day game until week 7).  So yeah...no idea why this is a 4:00 start.  Maybe they just took the two crappiest games and put them late since they'd have low viewership...
