He last worked for New England in 2002, as assistant director of player personnel.  He took the same job in Philly a year later before being promoted in 2006 to V.P. of player personnel.

Licht is the latest addition to a front office that has undergone significant tweaks after the departure of V.P. of player personnel Scott Pioli, who now serves as G.M. of the Chiefs.

On Thursday night Fred Taylor was expected to sign with the Patriots. On Friday morning, he has signed with the Patriots.

Adam Schefter reports that the team and player reached agreement on a deal that will bring Taylor to New England. No terms have been announced at this time. Taylor joins Kevin Faulk, BenJarvus Green-Ellis, Laurence Maroney and Sammy Morris in a deep Patriots backfield.

The Bills, who also offered Taylor a contract, must now look elsewhere for help at running back.

According to Brad Biggs of the Chicago Sun-Times, the Bears have signed offensive lineman Frank Omiyale to a four-year deal with a value between $11.5 million and $14 million.

Omiyale, 26, spent the last two seasons with the Panthers.  He can play tackle or guard.

The Bears likely will need him at tackle.
