Former Cardinals personnel executive Jason Licht, who was hired by Arizona after unexpectedly being fired by the Eagles last year, has returned to the team for which he worked before landing in Philly.

The Patriots have announced that Licht has been hired to serve as the team's director of pro personnel.

He last worked for New England in 2002, as assistant director of player personnel.  He took the same job in Philly a year later before being promoted in 2006 to V.P. of player personnel.

Licht is the latest addition to a front office that has undergone significant tweaks after the departure of V.P. of player personnel Scott Pioli, who now serves as G.M. of the Chiefs.

FRED TAYLOR SIGNS WITH PATRIOTS

On Thursday night Fred Taylor was expected to sign with the Patriots. On Friday morning, he has signed with the Patriots.

Adam Schefter reports that the team and player reached agreement on a deal that will bring Taylor to New England. No terms have been announced at this time. Taylor joins Kevin Faulk, BenJarvus Green-Ellis, Laurence Maroney and Sammy Morris in a deep Patriots backfield.

The Bills, who also offered Taylor a contract, must now look elsewhere for help at running back.

BEARS SIGN OMIYALE

Several years ago, the Bears made a mockery of the tampering rules, signing multiple players in the first hour of free agency.

This year, they at least waited for the sun to rise.

According to Brad Biggs of the Chicago Sun-Times, the Bears have signed offensive lineman Frank Omiyale to a four-year deal with a value between $11.5 million and $14 million.

Omiyale, 26, spent the last two seasons with the Panthers.  He can play tackle or guard.

The Bears likely will need him at tackle.
