I'm guessing he signed up but never logged in. Since he never logged in, the "last active" number in the game's database defaults to zero, which for a UNIX system in the Pacific Time Zone is 4pm, December 31, 1969.

It's simpler than this explanation of UNIX time. The fact that the server doesn't touch the "last active" entry during creation of the account is another example of the game's coding still being a little rough around the edges.

Also, while on duty today, I've managed to move up to level 15 (60exp) and my overall ranking has improved from 63 to 44.  And I've still got roughly 13 hours left on duty.  I should easily be over level 20 by the time I get off in the morning.

I just had a revelation:

If you have a high agility but a low guard, you can still get your butt kicked by someone with a high strength - I've seen damage amounts as high as 400 for one hit.

If you have a low agility but high guard, your opponent might hit you every round, but they'll only be doing a small (1 pt minimum) point of damage.  You should off them before you take much damage.

I'd suggest, therefore, focusing your training on guard and putting little or no points into agility.

So, train Strength, Guard and Marksmanship.  Don't waste points on Labour, Combat or Agility.

Of course, min-maxing has a disadvantage if the rules change.  But until then, I'm going to kick some ass :)
