Would that even matter? The Obama administration claims authority to fight ISIL under the 2001 AUMF against those who "planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001, or harbored such organizations or persons," which is apparently unbounded in time, seeing as how it's almost as old as the guys piloting the drones.

ISIL wasn't involved in 9/11 and in fact actively fights against al-Qaeda in Syria, but that doesn't stop the US from lumping them in with al-Qaeda and claiming authorization for bombing them. I guess they both speak that derka-derka language and make scary head-chopping videos, so it's close enough. If the president woke up tomorrow and wanted to bomb Toronto, I'm pretty sure his lawyers could figure out a justification and no one would have the legal standing to challenge it in court anyway. We're well over two centuries into this system and I can't think of a single example of Congress seriously attempting to pull the plug on any president's war.

youd never know it listening to the media and the right wingers in our country but terrorism in europe and especially the us is so insignificant its not even funny...im not suggesting we dont vet any refugees...btwwe dont have a vetting problem when it comes to them....but we could literally not vet them at all and the chances of one of them being a member of isis then committing an attack in the us that kills you is less than microscopic

any member of isis that could qualify for refugee status in the us or most of western europe could probably get in our country legally by flying into kennedy airport

also remember all the terrorists have already been flowing across the canadian and mexican borders for years...its why we need a fence....so we should be glad we get to have them come thru the refugee program now where we can weed them out

this all feels so much like the human version of the ebola scare the right put everyone thru

Even if you pretended that millions of terrorists really were trying to sneak into the US, I can't really think of any means that would prevent a team of half-decently-funded terrorists from entering the country. There are thousands upon thousands of miles of land and sea border, along with all kinds of visas that are necessary for business, tourism, and education. You could attempt to make the United States a hermit country where no one is allowed in and out, and even that would fail -- people cross the North Korean border all the time. So you wouldn't stop the dedicated terrorists... only the normal people trying to move about freely.

On top of that, even if you had a magical system that prevented anyone from coming into the US, you don't think those guys could bribe 5 American idiots to bomb something for them? That's who the FBI catches in their bogus sting operations all the time.
