She should be able to wear whatever she wants in my opinion, but the school is probably trying to avoid conflict. Some 'people' have a problem with the confederate flag.

I got in trouble when I was in high school, so for half the day I had to go to an alternative school. We had quite the variety of people, a few guys who thought they were in the mafia, some grease monkeys, hippies, wiggers, a skin head, and a muslim. They gave us all space on the wall to paint a mural, the black guy drew some Islamic thing and the skin head drew a Confederate flag. The muslim kid had a problem with the drawing [he was black] and two days later it was removed.

you most def should not be allowed to wear whatever...however i dont think that dress goes over that line (whatever that line is)
