The medians really skew those results, because of how the wealth is distributed within those counties. At least that's true in my county.

Also, props to PennDot's customer service.  Minimum wait time (maybe 2 minutes) and spoke with a very pleasant lady who explained everything to me.     

The Maryland MVA is the worst. Plan on a 45 minute stay, or longer, whenever you walk in the place.

The one in Elkton is pretty quick.  Very efficient lines and process.  I was just down in Bel Air last week to get a criminal background check and the Bel Air office though old looking was quick as well.

I've only dealt with PennDOT on the phone twice in the last 5+ years.  The first was just prior to my license expiring when I called them to find out if I needed to notify anyone that I was out of state active duty since my license was due to expire (I didn't) and that phone call was just as quick and pleasant as my most recent call to them.  So I'm actually 2 for 2 in dealing with them on the phone. 

Also, I forgot how farging awesome PA is when it comes to vehicle registrations and insurance.  Registration is only going to be $36 per vehicle (vs $200+ per vehicle in Cali).  And my insurance is less than half of what I was paying in Cali.  This is much welcomed news given my unemployed status.  And there's a Fast Tags right next to the Photo Licensing Office just down the road from my house.  So I will get my new photo license and register my vehicles in less than 45 minutes.

Actually, I had the same experience as you when I went to a bar. Fortunately, they were cool, but I do remember filling out that renewal a long time ago...I haven't received it. I was thinking its because I'm black. But I don't think so. Maybe though.
