Even with the new CBA the taterskins don't have the money to compete for big name free agents. I think they are only like 1 million under the cap now or something.
Calling it right on the $ since day one.

The four week penalty would include weeks when a team decides to deactivate a player for disciplinary reasons. The restriction was put in place after the Philadelphia Eagles suspended WR Terrell Owens for four weeks and then deactivated him for the rest of the season.

Great.  TO now has his own provision in the CBA.  His trade value just dropped from possible 7th rounder to "conditional pick in 2009 based on performance incentives".
