Not thirty minutes after posting this question, I saw a car parked on the shoulder of 295 right before the interchange with 695:  White plastic bag flopping in the wake from traffic, pinched in the closed driver side door window.  No driver in sight.  Why do people do this?

Cmon man-I couldn't of been any clearer.

It's to say the car is not just abandoned and the driver intends to take care of it. It's police policy that of a car is sitting there for a certain period of time to have it towed. The bag or shirt is to prevent that from happening and a signal for help. There is probably a note on the dash too. The driver could of very been picked up or walked to an exit to get help or something.

The first part makes some sense, kind of.  Obviously the car hasn't been abandoned if it's still got plates on it, but okay, put a tee shirt in the window.  The latter part makes no sense because no one is there to receive "assistance."

If the policy is to tow the vehicle after 24 hours, a plastic farging bag isn't going to stop them.

It's a stupid thing to do which is why I've never seen it in ILL.

You guys are kidding right? How can't you grasp this concept? It's like a distress signal.

You make it look like the only way to get "assistance" is you have to physically be there at your car. If it's 10 degrees or 100 my ass is trying to walk to thd next exit if I don't have my cell. Maybe if a cop comes I can tell him by a note that I'm trying to get help with the car. Or maybe its to let other motorists know that there is a broken down car on thd side of the road.

I've seen this and I understand the logic behind it.  But I thought is what hazard lights are for.
