Russell went HAM though: He hit one car while drunk, kept driving around, and then ran into a cop car, with a beer in his hand, hurting the cop.
The cop car he hit had pulled onto the shoulder specifically to pull him over, which means they saw how drunk he was from the front, and they probably had their lights on. And he plowed into them hard enough to hurt the cop, who is in an extra-protected car with his seat belts (do they use special seatbelts?).  And he had no registration.
That is a step above getting popped on the way home from a party, that is serious drinking problem level shtein.
