Technically, he's (mostly) correct.  The decision to become independent from England was made on July 2.  July 4 was simply finalizing and approving the Declaration.  Since it was the day that the decision was made public, that's why the 4th became the better known day.

When did the King learn about the Declaration anyway?  Surely not on the 4th itself. 

He didn't learn about it on the evening news that night.

Ships took on average about six weeks to cross the Atlantic in the 1700s.  Copies were printed in British newspapers in mid-August.  My McCullough book 1776 isn't here, but I believe it was read in Parliament around the same time.  Unfortunately I cannot remember off hand the exact date.

U.N. approves Palestinian 'observer state' bid

The vote was 138 delegates in favor of the measure, nine against and 41 abstentions, including Germany.

That doesn't surprise me, but the Marshall Islands, Micronesia, Palau, and Nauru do. I'll just assume they were countries occupied by Japan in WWII, and vote with the US on everything.
