If it's latex paint you maybe able to scrub it off with a wire brush and water, depending on how long it has bee non there. Before you use a slovent based product, try a heavy duty cleaner.

cant power wash easy its not some industrial warehouse its my home garage that has all kinds of shtein in it that cant get wet and that im not trying to move

Add a thin coat of concrete to the floor.
