The Phillies invited Yasmany Tomas to their Dominican Republic complex in September for a private session one day after the Cuban slugger showcased his talent in front of nearly 200 scouts. The Phils were the first team to make such an overture. Their attraction to Tomas was a logical one, given the team's plans to rebuild.

Industry pundits labeled the Phillies as a favorite for the 24-year-old outfielder's services. But Tomas agreed last week to a deal with Arizona for $68.5 million without ever receiving an offer from the Phillies, his agent said.

Jay Alou said Monday the Phillies showed constant interest but never submitted a formal contract offer. Alou believed Phillies general manager Ruben Amaro Jr. had to "clear salary" before making a substantial commitment to Tomas.

"His hands were tied," Alou said.

Scouting Report: Small frame, but muscular build. Well-filled out lower body and strong core. Compact swing. Generates plus bat speed with a quick load and strong hands. Level swing path. Average power potential. Ability to pull balls hard into the gap to produce doubles. Approach needs refinement. Tends to chase elevated fastballs and struggle with balls on outside third. Swing needs work producing more plate coverage. Struggles driving balls to the opposite field. Solid-average hit tool, but swings and misses too much presently. Slightly above-average speed. Fundamentally sound defender with a solid-average arm. Soft glove. Average range. Controls body well. Improving footwork around the bag turning double plays. Will have to watch body developing too much bulk muscle. Ceiling of an everyday regular at the major league level. Began working out at third base in 2014 spring training. Shows a solid arm at third base. Good footwork.

Ruben didn't all of a sudden get dumb. People don't want to hear this, but there were five years from 2007 to 2011 and the last year in 2011 we won 102 games. He didn't all of a sudden get stupid the last three years.
