baseball scouting in an inexact science...people thought mike trout would be good, but not this good. some of it is blind luck, or chance. some of it is on the player and not at all on the team.

but a large part of talent is developing it. the cardinals dont draft significantly better than the phillies. its a crapshoot for them like it is for everyone else. they develop their talent superbly. the phillies do not.

yes the scouts missed on 1st round picks over the past decade. but the minor league coaches also and the organization itself hasnt been able to produce quality players.

The college talent vs high school talent is telling, though. 

The Phillies are trying to hit on these high school kids because they believe they'll get more years out of them and they just don't.

This was around the time I started following the draft and minors as a whole really closely - I remember nobody was all that sure about him since he's from Jersey. Position players from the North rarely get looks since they can only be scouted a couple months out of the year. One of the Angels' scouts was obsessed w/ Trout as he had played with Mike's father in professional ball at some point, and they had Trout #2 on their board behind Strasburg that year. On a nerdy baseball site I remember they had published this guy's scouting report on Trout at the time of the draft and he had written something down like "best player on the planet".
