How idiotic is it for them to say his stuff doesn't translate to the majors? I can see trying to use him as a bargaining chip for a trade in the offseason:

RAJ: Well Cloyd was 14-1 and dominated in the minors last season
GM: Says right here you don't think his stuff will translate to the majors
RAJ: Oh, you saw that.

When you have a successful prospect you crank up the hype machine. Maybe the fans get on you for not bringing him up so you use language like "we're keeping him at triple A right now so he can improve, we feel he'll be a great major league pitcher one day...he sort of reminds us of Greg Maddux. But we feel bringing him up this late in the season could hinder what he's built this season in Triple A. We'll give him a long look during spring training".
