Of course they can't get hit with tampering just because 2 players are talking to each other. Players can say whatever the hell they want.  They can probably actively "recruit" other players so long as it's not at the direction of management.  But it's still never a good look when a coach's name is included in the story, no matter the context.

Players can also have their agents talk to other team gms. As long as the gms don't say anything too obvious in return it's all good.
