because you lose all credibility in future trades if you do that.  plus, i'm sure when something like this happens, it's not just going by word.  the phillies would probably have to pick up his option right there and then.
I would say if that's the case  than pick it up and just trade him anyway.  shtein changes in a year and a half.  if you have totrade a player you do irregardless of whose feelings get hurt.  if their that worried about payroll  they'll get rid of him for nothing as we've seen before.  it's a moot point anyway because I forgot his Ntc will probably still be intact.

the phillies have a decent amount of talent at the A level but its nothing crazy good or anything...they just have more than most because outside of HOF brown and unlike most other teams they have absolutely nothing at any other level

Actually the Phillies have a lot of talent at the lower levels.  Santana and Cosart alone both have incredibly high ceilings.   They have about 4-5 legit prospects at the low A/A level.  They just have absolutely nothing once you get to AA or AAA.

The problem with having all of your talent in A ball is so many prospects fizzle or develop injury problems before they make it to the majors.
