I see that Regina Medina used the highly impartial sources of the City Controller and a senior VP of the Phillies to determine whether giving money to the Phillies was a good idea. Let's see if I can do the math she didn't bother to do.

Public funding of CBP = $174 million

If we assume:
1) All of the increased tax revenue is due to the Phillies
2) All of the increased Phillies revenue is due to the new ballpark, not to winning the World Series (or even becoming a decent team)
3) The Phillies remain at least as popular as they are now for several decades
4) No public money goes into CBP renovation
5) There are no other increased public costs to the city for hosting the Phillies in a new stadium (no police, fire, road construction costs, etc)
6) We're not counting the interest that could have been gained by simply saving the $174 million conservatively
7) The Phils would have paid $0 in property taxes if they owned the stadium (ha)

Then CBP will break even for the city in 18 years and bring in a paltry $10 mill per year (in a $4 billion budget in 2010) after that. Of course, that is just the impact on the Philly city government, not on the total Philly economy. Most of the money spent at CBP comes from people living in Philly or the Philly area who would have otherwise spent the money in Philly or the Philly area. That money is now getting spent at CBP on $7 beers.

A broke city government that is being forced to cut down on fire departments and police, which is now so desperate that they are trying to shake down bloggers for Google ads money, might have found a better investment for $174 million than helping some millionaires get richer. Just a thought.

I wouldn't expect you to care about people in another state getting shaken down to support your hobby. As out-of-city Phillies fans, both of us make out on the deal, since we get a nicer place to watch games when we visit CBP. The average Philadelphian is definitely getting boned on the deal though.

I think that answers the question as to whether or not Harper will be playing in the bigs in 11'.

the few nats fans i actually don't even bother me but in my head i know they're probably skins fans also. and that makes me feel good.
