I found a better target in Philly:

wow. i tried attacking 3 people today, lost all 3. all in my same experience level also.

i got my ass kicked all day long. its because i moved into PPinDC's spot, my will was super low. im taking the night off and getting back all my stats. then im hitting strength and agility hard

New info based on my chat with FF:

- Level appears to have no impact on combat
- Using energy for combat is very inefficient, especially as you level up.  As your levels increase, you can train more at 100% energy, but you can still only do 2 attacks.
- Still leveling is important to increase your stats - I'm thinking you want to attack once every 5th time you hit 50% or so.
- The exception is when your will is down (such as after a house upgrade).  Then attack away until your will is above 95%
- If you are watching the game closely, don't wait until you hit 100% to start using energy.  Since 100 doesn't divide evenly by 16 or 17 or whatever the step is, you are likely wasting points.
- As far as I can tell, only IQ crimes give you XP.  Make sure you use up your brave the same way you use up your Energy.  Since it is still heavily random, I think it is better to go for 2 10 point crimes instead of 1 20 point crime, since you are more likely to succeed. (guess)

I was hit by a Cutter of the same level earlier today. Tried to hit back and failed. Just playing it cool as that was the only hit and I was left. No big deal. They might have been feeling me out.

In my retaliation I was able to hit them but I didn't do a lot of damage so I've been working my strength.

Also if they do come after us and we can avoid the official gangwar feature that would be better.

The Will stat is really pissing me off.  What good does getting energy back twice as fast do if will only increases 1 unit each minute?

When my will is lacking, but I'm 100% energy, I've been attacking to pass the time.  Give the will time to catch up, and I get some experience.
