That's how you shift the public perception of what it means to be racist (aka not taking it as a personal attack on your character) and how you start to actually address the racist problems with policy (the things Romey listed)

Just because you qualify the statement by first saying "I don't think you're racist" doesn't negate the fact she implied he was racist. It was cheap.
