Of course it will never happen.  People in this country have star spangled boners for war.  I don't think there's ever been any substantial cuts in military spending over the last 100 years...or maybe ever...unless you want to include post-war downsizing, which isn't a spending cut as much as it's just the DoD getting back to it's pre-war manpower numbers.
