Putin doesn't care because no one's gonna do anything. Americans are sick of being at war and spending money whenever the UN or NATO approves a military action. Let those countries spend some of their money on this if they want to do something, we can provide some support.

Army Corp does a ton of projects like bridges/dams and what not.  Homeland Security though, thats a Bush special.
