It's really comical. 

The mutt is just kinda sitting there, the Orca sprays him and then the dog goes apeshtein again with the barking.

If the whale had taken the dog, it would have been sad.  I like the clip especially because they just seemed to be talking.

Orcas entice seals and penguins into the water to feed on them.  My guess is, the whale couldn't reach the dog, or he'd have been breakfast.

I've seen orcas jump out of the water more than the length of their own bodies to hit a dangling target at Marine shows...no way that orca "couldn't reach" the dog.  It just didn't want to.

Why didn't it want to eat the dog?
