the phils didnt draft him...but then did bring him in in order to help the farm system. so he counts, but he isnt home grown...they had so many bad drafts that it would be hard to home grow very many players of stature

I don't know if he "counts," as he had five-plus seasons kicking around the Dodgers and (for a short while) the Padres organizations, as he was a Rule V draft of the Padres two seasons before the Phils.  The Padres decided to send him  back to the Dodgers, who never did call him up for major league service, or put him on the 40-man roster.

home grown means drafted...not acquired due to rule 5, especially if he spent one year in their system.
