It's an extension of a decades-old program that has traditionally provided landlines to those that could otherwise not afford them.  With cellular technology getting cheaper and the growing perception of it being a need in a modern society rather than a luxury, the program has been expanded to subsidize basic cellphone use to those on various government assistance programs.  I'm pretty sure that it's limited to one cell per household, but can't confirm that with complete certainty.
