I can only speak for Florida:

1.  School year and the number of instructional hours are dictated by state law, not the contract. 
2.  Curriculum is designed by the district, in conjunction with the standards designed by the state department of education.

1.  School year and the number of instructional hours are dictated by state law, not the contract. 
2.  Curriculum is designed by the district, in conjunction with the standards designed by the state department of education.

The NEA is one of the most powerful lobbies in the US.  Whatever laws there are regarding education are there because the NEA says so.  Same with curriculum.

I wish the NEA would decree about a $10,000 increase in my pay, instead of the $2,000 decrease I'm probably getting next year.
