Dumb law of the day

"Don't be surprised in May if the speed limit changes every five minutes," said Pruett at Thursday's meeting of the board of aldermen. "It might be 45 one time, then 50, then 55."

So this new law allows for fluctuating speed limits based on traffic conditions and congestion.  If I read this right, and I think I do, speed limits can and will go up and down, with speeds posted on changeable signs.  What happens if you get clocked as the speed drops from 60 to 45?  How will the cops know the current speed limit?  Cameras at speed limit signs to catch the "speeders"? 

This is a dumb farging law...

Why does everything have to be so complicated?  Is common sense that rare?

1) If you are blowing by most of the people on the road, you are going too fast.
2) The reason for the change is to spread out the congestion.  If everyone goes too fast the worst case is a traffic jam (everyone goes too slow)

The D.O.T. can't even set the traffic lights properly and to makes things "better" they're going to have rotating speed limits?

I'm walking down the street to the local hardware store
I smell gas, and I see a gas cap nearby
I take my handy mobile phone out my pocket and dial 311...Bodymore's "one call" service.
I hit prompt 3 and explain myself.  The lady says you have to call the fire department.  'so it's really a "two call" service, isn't it,' I laugh, ask to be transfered and thanks.
She transfers me...the dispatcher I get listens to me tell her where I smell gas, etc.  She says I have to call 911, even for non fire emergencies.  Okay.
I call 911, give this dispatcher the spiel.  She says I don't have that address in Baltimore County.  Well that's probably because I'm in the city, so she transfers me to the city 911
The annoyed man who answers hangs up on me as I'm answering a question he asked me about the odor.

Five minutes later a truck rolls by, stops for less than a minute, and leaves.  Gas odor remains.

farg it.  What more is a citizen supposed to do?
