In all fairness, it's the same with all government programs and bureaucracies.  People work for them, and they're not exactly pumped to work themselves right out of a job.

I'll grant your point for the sake of argument, and proceed to say that in the case of government, transparency and accountability are more evident/possible, and the "profits" gained by the enterprise are shared by many, many more people than in the corporate model, where there is no accountability or transparency and a dozen or so people take all the profits.
