TRENTON, N.J. (AP) — A citizen has filed a complaint against Gov. Jon S. Corzine for failing to wear his seat belt in an April 12 automobile accident that left the governor critically injured.

New Jersey law requires drivers and front seat passengers to wear seat belts. Violators face a $46 fine. Corzine was riding in the front seat, next to a state trooper who was driving, when his SUV crashed on the Garden State Parkway.

Roseanne Lugg, the court administrator in Galloway Township — near Atlantic City — where the accident occurred, said the complaint was filed Wednesday by Larry Angel of neighboring Mullica.

"A private citizen can file a complaint against anyone," Lugg said.  Angel couldn't immediately be reached for comment Thursday.

Corzine, recovering from his injuries at a Camden hospital, hasn't been charged failing to wear his seat belt. State police Lt. Gerald Lewis said Thursday the department has 30 days from an accident to decide whether to issue a summons. He said no decision has been made on whether Corzine will be cited.

Tom Shea, Corzine's chief of staff, has said the governor should be ticketed if he wasn't buckled up.

Lugg said Municipal Court Judge Christopher Brown will review the citizen's complaint when he returns to court on Tuesday.

"There's not a hearing scheduled, but the judge will review the paperwork and determine if, based on the paperwork, he can find probable cause to issue the complaint," Lugg said. "If he does find probable cause, the governor would be served and depending upon what he pleas, go from there."

The complaint will be dismissed if Brown doesn't find probable cause, Lugg said.

Corzine, 60, was injured when the SUV he was riding in crashed on the Garden State Parkway. His vehicle, being driven by a state trooper at 91 mph, was clipped by a truck and slammed into a guard rail.

State police said Trooper Robert Rasinski, Corzine's driver, was wearing a seat belt and received minor injuries in the wreck, while Corzine aide Samantha Gordon was riding in the back seat without a seat belt and received minor injuries.

The accident notes that Corzine was "thrown within the vehicle during the impact."

Corzine took a few steps with the aid of a walker on Wednesday. The governor fractured his left thigh and broke 11 ribs, his breastbone and other bones in a crash on April 12. He was operated on three times and a metal rod was inserted to stabilize his leg.

Doctors said Corzine will likely not be able to walk without crutches or a cane for six months. He remains in stable condition at Cooper University Hospital in Camden. A chest tube continues to drain fluid from the area around the governor's left lung.

Senate President Richard J. Codey has been acting governor as Corzine recovers. It's uncertain when Corzine might resume his gubernatorial duties.

If a normal dude gets in a wreck and is hurt badly, but was not wearing a seat belt, do the cops normally ticket?  If so, then I support this guy.  If not, then I don't.

The law is one thing..how is it enforced?  By the letter of the law the governor ought to be charged..but for farg sake, hasn't he had enough?  If the cops don't generally pursue/charge people who got badly hurt, then Corzine should be left alone.

I don't have a problem with the cops issuing the governor a ticket.  He deserves one for being so careless.

What I have a problem with is some douchebag sticking his nose into this mess for no other reason that to make political hay.  I'm not saying he is for sure, of course, but why else would anyone do something like that if not for political gain?

Is it possible the dude recently got a ticket for not wearing a seatbelt himself, and he's kinda pissed off about it? 

There are any number of explanations for why a person might do that.

Why would someone stake out a handicap parking spot to report people who don't have gimp tags?  Political gain and only that??

That's pretty much what I think.  Either he got a ticket for the same thing or someone close to him did. 

I'd also like to know why nothing is being said/done about the trooper driving at 91mph.  I don't recall there being an emergency situation that would warrant travelling at that speed in the first place.  This is something that pisses me off to no end.  I can't stand seeing cops flying down the highway in their patrol car when they don't have their lights on which tells me there's no emergency for them to respond to.  Not exactly a model for setting the example.
