Depp for Riddler?
PSH for Penguin?
Jolie for Catwoman?

The only one that might work is Depp as Riddler...and even that would be bleh.

PSH is the best of the three.  Depp could work (as some people already mentioned) as the Riddler.

I don't want a Catwoman anywhere near this movie, unless it's in a small roll like The SCarecrow had in TDK. Catwoman would be real lame IMO.

I still think you need Dent to come back to rectify the Dark Knight.

It depends on which Riddler you use, whether he'd fit or not.  My understanding is that in one incarnation, he was actually hired by the police to discover Batman's identity.  That would work extremely well in the timeline and mood of the film.

Bane!

I'd like to see Bane as the next villain. Most of the other good ones have already been done. In 'Batman and Robin', Bane's story was never really told. It was a very poor portrayal.

Bane is the last villian with a good story line that I think would make for an excellent movie character if done right.

Bane spends his childhood in a hellish prison on the corrupt island nation of Santa Prisca.[2] He develops superhuman strength through a forced experiment involving the drug Venom.[3] Although his dependency on Venom is an immense weakness, Bane has been one of Batman's most intelligent and physically powerful foes. He is best known for breaking Batman's back in the "Knightfall" story arc. Although primarily a villain, Bane is a complex character and has worked to take down drug lords. Despite their history, he has sometimes had Batman's financial backing and direct assistance.
