I don't think it is illegal but I wouldn't be surprised if Howie lost his grip and his club took someone out 10 yards behind him.

As far as business, iirc the agent can approach a GM about a contract without it being tampering or they could say they never talked about football. Getting Andre would totally vindicate anything about DeSean. He'll be 33 but his numbers haven't fallen off, sounds like a long shot Texans would trade him though. I'd be pretty tempted to give up a second for him.
