Refs absolutely botched it since they said on the field he took a knee but I'm still not sure he was down.

He gave himself up...but lets forget the missed penalty on the ASU...the umpire was telling the Wisc center to wait to snap.

There is no giving yourself up by placing the ball on the ground.

He may have knelt for a split second.  It's not 100% clear to me.  To give yourself up you need to actually go to the ground.

Regardless the refs ruled he knelt which means you have to call a delay of game penalty.  Either say its a fumble or it's a clear delay of game.  What they did was an embarrassment.

Though apparently you can simulate kneeling and it's a dead ball?   I don't know.  What I do know is the refs botched it completely.
