The Outer Banks in late October is not exactly the best place for sports bars.  But it's also like 200 miles from me and I've only been there 3 times (and never during football season).  You could hit up the Red Drum Tap House or drive a bit north to the Hooters in Kitty Hawk.  Good luck.
