United is going that route. For the last few months, they have been announching, roughly 10 minutes before boarding, that if you have seating area 4, you will need to check your carry on.

They were marked $7 for 3 on clearance then had a $4 clearance sticker over top of that. I bought all that I could thinking it was either a mistake, they were discontinuing them (not the case) or that they were the wrong kind, I was wrong on all 3 accounts.
