It seems to me that Quinn never really got a chance. According to ESPN, he has only played in 13 games. How can they possibly know that he is not a good QB?
It usually takes QB's at least two years to turn into good players. Bizarre, but this is the Browns afterall.

I agree with this

no way in hell you can make any kind of serious comparisons or evaluations when you play with a team with those kind of receivers and tight end

The Eagles have seen enough of Kolb to love him, so Cleveland gets a pass for deciding they don't love Quinn.
