Just to clarify, I think the following should not be "representing the people":
  • The religious right
  • Those who think morality can and should be legislated
  • Those who use public funds for personal gain
  • Those whose perception of right and wrong is altered by campaign contributions
  • Those who alter public policy for personal gain
  • Those who are farging stupid

Does that leave anyone left to run for President?
An ad hominem fallacy consists of asserting that someone's argument is wrong and/or he is wrong to argue at all purely because of something discreditable/not-authoritative about the person or those persons cited by him rather than addressing the soundness of the argument itself.
