The fact that he's restricted only means that Dallas would have a chance to match the offer in this case.  The cowboys would get no compensation were Dallas to not match an offer sheet, since Fowler was undrafted and was tendered at the low level.

The problem is that they think anyone can play linebacker for them and year in and year out they are proven wrong.  Yet they continue to try and plug anyone in there anyway.  Brilliant!
