The NYG-DAL game had bigger ratings in the Philadelphia market than in the NY market (per the Inky)

Better rating or more viewers? A NY rating point is worth a lot more than a Philly rating point, they have somewhere along the lines of 7 more million people in the city alone. I think it's 12 million more when metropolitan population is factored in. So that's saying much, either way.

I guess. Normally the highest rated cities are Minnesota, Green Bay and Pittsburgh because they all like football and those cities suck and there's nothing else to do on a sunday afternoon besides watch football. In NY, Philly, etc. there's beyond plenty to do.
