the phils insist on sticking to their "budget while there is no cap.

the amout of money players are getting is irrelevant to an extent that it only hurts the teams profits when they spend more. it does not hurt other areas of the team because of having to fit under a cap.

The Phillies are carrying an enormous amount of debt on CPB, Wing.  They built the place with a debt/income ratio that assumed near capacity every night and that certainly hasn't happened the last two years.  Far from it, actually.

There was an article written a while back that suggested that the Phillies would actually have to drop payroll significantly if the team's fortunes at the gate didn't improve dramatically.

It's not an excuse for their cheapness and idiotic mismanagement of available payroll on lousy players.  It is what it is, though.

Stupid contracts drive the price up for everyone else....even the average and garbage players.  It's tough to have a budget in the $70M-$90M range when your bench guys make $7M a year...

exactly...50 million is chump change to the angels...where as 25 mil is meaningful money for the phils
