Here's the 104 mil number.  Who knows where he got it from.

The cap is currently scheduled to be between $92 and $95 million. An extension of the agreement could vault the cap to $104 million.

David Elfin, of the Washington Times, reports Washington taterskins S Ryan Clark is likely to hit the free-agent market March 3. "I want to be here, and the taterskins have let me know they want me back, but we have a lot of cap trouble," Clark said. "We have to figure out a way to make something work that's in both of our best interests. The money doesn't even have to be equal. It just has to be close to what someone else offers for me to stay."

Skins fans = everythings OK, players will take pay cuts because they love Coach Gibbs. The media is out to get us. Peter King hates us. So does that fatbody Lenny P.

That was in response to a poster saying he wanted the Skins to not go on a spending frenzy unless they had their own players taken care of first.

And Art says that the Skins have never had cap troubles.

Cap trouble to me = having to relentlessly restructure your own playes contracts in order to field a team.

They had to restructure Trotter's deal after his first season. The ink wasn't even dry yet.

And Chris Samuels has done two or three renegotiations.

That is cap trouble to me. Everytime you have to convert roster bonuses, option bonuses of base salaries into signing bonuses to keep spreading them out to avoid cap hell...that isn't good.

Ha. ES used to take "donations" from their idiot members to help keep their server running, so a bunch of them said they would donate $500 or $100 or whatever if the Skins made the playoffs. Well, when they sold out even more and became part of taterskins.com, they didn't need to collect payments from their stupid fans anymore. So Art, always looking to sound smart and mature but still comes off as a pompous ass, propsed this plan:

My thought, a better thought, is simple. The money still goes to the benefit of the community. We don't have server costs any longer, so we don't need that anymore. However, you guys might consider this.

The money still comes to ES and we can provide it to Huly and Pez to help make the unofficial tailgate better and allowing all ES members who attend games to get some benefit from the bets. We could even save some and use it to run contests on our own to give people prizes -- maybe even a trip to a game -- and the like.

If things were fair, he would've been crushed to a slow, painful death by a wild pack of dogs 15 years ago.
