This is a load of crap...but what else would we expect from the great State of Texas?!

I would like to think that there was some kind of statue that would forbid this, but that could be expecting too much.

It's got to be some sort of administrative oversight or something in this specific case.  Texas is notorious for putting more people into the military than any other state.  They are among the best in the nation when it comes to veteran benefits as well.  My guess is that this is an isolated incident.  I've known countless Marines from Texas and none of them have ever experienced this type of problem.

that is a sham.  Hopefully putting this out in the spotlight will force them to allow the guy in for normal costs.
