The fact that he emphatically ended it with "Yes, I said it." is more than enough to know that he absolutely meant it.

But really, anyone who says that and then claims it was poor judgement, or something said in the heat of the moment and that they don't really think that way is full of shtein.

People do things that piss me off all the time. Some of those people happen to be black. It has never once crossed my mind to call them a stillupfront.  Why?  Because I don't spend my free time thinking about when it might be appropriate to call someone a stillupfront.

If he was speaking about their financial condition, he's not wrong.  PR was a financial disaster before the hurricanes.

The second part of the statement about owning billions to Wall Street and the banks is partially correct.  There are millions of Americans who own PR bonds somewhere in their holdings - even in 401k's.  If you own virtually ANY bond fund there's a good chance you own some PR debt.

The debt needs to be restructured, that was never in question and in fact, there was a plan in place last year but I think it got derailed.
