How can you tell? Looks like a passenger plane to me, it was said that the tail caught on fire after take off and the plane that crashed looked to not have a tail.

The video actually shows another crash, which happened in September 22, 2009 near Tehran. The plane going down is a IL-76MD Islamic Republic of Iran Air Force, a military plane with seven people on board. All of them were killed.
