This is true.  But are there any rules in place that would prevent teams from negotiating (informally agreeing) to terms of a trade prior to a new CBA and just waiting until the CBA is active before executing the deal?

I guess it would be allowed, but:

- there probably won't be a new deal prior to the draft
- given the option, I think owners would like to know what the new CBA says before agreeing to take on another player's contract

It's also possible that the owners have privately decided amongst themselves to not pursue any trades during this period, as a sort of prelude to the lockout.

Yeah, I don't think there's any way the Eagles get a 2011 draft pick for Kolb.  Any deal would probably be for 2012 and beyond.

Not exactly. The mayor never had anything to do with it, and he said as much. The mayor pro tem (a council member - more like the "vice" mayor) did it on his own.

Still, it pissed off Dallas fans, so it's good.
