they didnt say this but im guessing that mangini wil going to have a decent sized chunk of the say in PP and heckert is not allowed leave for any job that doesnt give him 100% final say on all PP matters

You're almost correct.

It sounds like Heckert pulled his name.  Maybe the Eagles made him.  Whatever.
