Yes, 4 regions, and seeded.  However, the seedings will be randomized.

no way you can randomize them....you cant have say halle and scarlett go in round one

im not saying you have to take input on the seeds...do them on your own...of course people will bitch but you should be able to avoid obvious early matchups that shouldnt take place
