The first number is your current stat.
The second number is your random "roll" from 1 to 100.

The second has to be higher than the first in your case (or higher than 95 if you have 95 or more already) for you to gain.  Then, gain is determined by a roll of 1-5.

So, you currently have an 8% chance of increasing your power.  As soon as you hit 95, it's always a 5% chance.

that's confusing to me because i am 100 in defense, yet ranked 3rd in that stat, how can that be, 3 way tie and the computer just puts me at 3rd?

You can still gain forever.  But, you have to be really lucky, as you have a 5% every time you try.
