Here's a thought........

I wonder if higher level thugs in philly can gift a weapon bought in philly to lower level thugs in NY or Compton. 

In other words, if Sus (level 3) gave me $80k and I used it to buy a shotgun and then gift it to him.  I wonder if that would work. 

If so, that could definately make life a little easier for some of our weaker members while they try and build up.
