1) I have a submachine gun, which is the highest level weapon you can get at 7th
2) Sgt Superman is kicking my ass (when I attack him) doing 80+ damage when I am doing 1-6.
3) Our hit rates are about the same.

Either:
a) strength affects your gun damage
or
b) you can use weapons that you can't buy on your own

Anyone have a gun better than the sub that I can try to see if it works?

I don't have an extra gun, but I've got the Covert Sniper Rifle which is the highest rated weapon in the Philly armory.  I'm going to gift it to you to use on maybe a level 9 or 10.  See what happens and then send it back.

So much for realism.  Some excerpts from the battle with Sgt Superman, level 7:

1. You tried to hit Sgt Superman but missed (400)
2. Sgt Superman tried to hit you but missed (400)
3. You tried to hit Sgt Superman but missed (400)
4. Using his Hammer Sgt Superman hit you doing 1 damage (399)
5. Using your Covert Sniper Rifle you hit Sgt Superman doing 1 damage (399)
6. Using his Hammer Sgt Superman hit you doing 1 damage (398)
7. You tried to hit Sgt Superman but missed (399)
8. Using his F90 Sub Machine Gun Sgt Superman hit you doing 100 damage (298)
9. Using your Covert Sniper Rifle you hit Sgt Superman doing 7 damage (392)

My working theories based on this:
1) The weapon you have caps the damage you can do, but the damage done is a function of your strength. (even for guns)
2) Guard is an unbalancing stat.

I'm not ranked lower than 40th in any individual stat.  But 41st overall, I think... so some people are very top heavy, probably in "strength".

i think you are losing gun battles because your marksmanship is so low.

really concentrate on that.
