Well, in this instance I can see why they would react this way.

Those chemicals, while not radioactive or biologically hot, still pose a risk. If not stored correctly, or any type of accident occurs then other people could be harmed.

So let me ask this.  If you don't think the US is the place to live anymore, where would you move, and why would you move there.  Realistic answers would suit the conversation best, but I don't have high hopes.

No moreso than the collection of chemicals you'd find in an avid gearhead's garage, or a darkroom.  I fail to see how the photography hobbyist with the darkroom, or the gearhead hobbyist with the garage full of chemicals, are okay but the scientist, well that's a no-no?

Long Answer:
This is a really good question. I've thought about it a lot lately and the truth is that there isn't a 'better' alternative available. More importantly, though, I don't want there to be a better alternative. I don't consider my rants to be anti-America. I consider the degradation of this country's core values and the government's inability to do anything about it to be what is un-American. I don't rant because I hate America and want to leave. I rant because America's founding principles represent something that is very close to my ideal and I want it to fix itself.

Short Answer:
Mexico.

No, because when this guy (your neighbor) "is on to something", and in a senior moment has an "oops" that levels his house, blows out all your windows and puts you in the hospital, you are going to be pretty pissed off that there is no one left alive to pay your bills.
An ad hominem fallacy consists of asserting that someone's argument is wrong and/or he is wrong to argue at all purely because of something discreditable/not-authoritative about the person or those persons cited by him rather than addressing the soundness of the argument itself.
